History of the Foundation

Winter E. 'Winkie' Taylor established the Atlanta Piping Foundation in 2009, fulfilling her life-long dream to have a Southeastern Center of Excellence the Great Highland Bagpipe. The Foundation supports pipers of all levels and promotes development of educational programs for Scottish music in general. In addition to its own programs and workshops, the Foundation sponsors schools and events and provides financial support and scholarships for music students.

Winkie came to Atlanta in the early 1990s, and had a major impact in the Atlanta piping community as an instructor and performer. She was a former Eastern United States Pipe Band Association (EUSPBA) Southern Branch Chair, and coordinated the Southern Branch Workshop for many years. She worked with the National Piping Centre to bring their school to Atlanta and formed the Atlanta Bagpipe Ensemble to provide pipers of all ages with non-competitive performance opportunities.

The piping community came together after Winkie's untimely death in 2011 to carry on the Foundation's important work. Today the Foundation is led by a diverse group of pipers, drummers and business leaders who are committed to furthering education and excellence for Scottish and Celtic music.
